The G4 is pretty old and based on the moto e2. I am not surprised that it is stuck on Android 7

I ran Lineage OS on my Moto E2 LTE, and it was pretty stable. That being said, Android 7 to Android 8 was a huge jump as Android changed how they handled certain things like the camera. Android 7 had support for HAL 1 and HAL 3 subsystems, but Android 8 and later only supported HAL 3. 

Some are pretty decent about it like OnePlus and Nokia. Motorola sucks at this when it comes to their cheaper lineup like the Moto E phones. Not totally sure about the Moto G6, but the Moto E usually gets dropped from software updates almost immediately.
