I can open task manager fine, but can never bring it to the "front" to use it. Even if it appears to be selected through alt-tab, the screen stays stuck on the frozen app so I can't use task manager even if it's open.

Yep, and the start screen (windows 8.1) opens, and I can open other things, but they never come to the front and the screen just stays on the frozen app.

Kinda off-topic: is there anyway to force-close apps without the task manager? Sometimes a full-screen game freezes on me, and I can't alt-tab out of it or bring task manager to the front to quit it, and alt+f4 doesn't work. So then the only thing I can do is restart my computer :/
