Well, it has a basis that if you pay taxes in that state you should be afforded the fruit of those taxes. These students live in-state though and most immigrants do pay taxes, so they should receive in-state tuition.

Between Hulu/ HBO Now and Netflix I’m at $39 a month. I can get their basic package and HBO for $40 and I just switched to tmobile and get free Netflix. So this is cost neutral for me....I get live TV and a free Apple TV and it’s a wash on cost. Works for me
