...I mean, he should have stopped and called the ambulance at that point. That’s what we were told to do in birthing class if it seemed like it was coming before we were at the hospital. (1) Stop the car, (2) Call ambulence, (3) Dad goes to passenger side to catch/help/correct issues like umbilical cord around neck (4)

Yup. I don’t particularly love the arguing with the ref thing from anyone, but it totally is something that happens regularly in tennis, particularly men’s tennis.
