I think you missed the entire point.
If you’ve seen the episode, it makes more sense in context. There are many layered jokes and comments about society and feminism in every episode. If you haven’t seen the show, I highly recommend it. It’s my new favorite.

ACTUALLY, at CSU you’re only allowed to put posters up by going through some college office. You’re supposed to bring your posters to some office who approves them for display, stamps them with an official stamp, and THEY put up the posters for you.

1) They are a private space as well as a public body. That gives them many of the legal distinctions and allowances towards restrictions of speech that the distinction entails.
