I kind of got the impression at the end of episode 2 that he does want them to gain sentience… I'm not terribly sure of the purpose for creating a religious narrative if not to make the hosts question their existence.

Dolores has been around for thirty years (they say it at the end of the pilot), so yes they were that advanced. We don't know exactly how old the park is; the only explicit time reference other than Dolores' "age" is some sort of incident that happened around thirty years ago.

I think he says, "where I am, WHEN I am." Not 100% but given the context of what he says right after, "when" makes perfect sense.
