I agree with you about letting them learn to drive in an auto first. All new drivers are terrified at first and think that 20mph is fast enough. Not having to think about gears means it's just push that peddle to go and that one to stop and turn that round thing to avoid stuff.

AFAIK, this is what an IMEI # is for. This is what they were originally designed to do. Any GSM phone connecting to any network sends it's IMEI to ID itself and if it's in the DB then it gets blocked.
