No. The land can’t be used for farming because it’s still so full of metal, and there’s a ton of unexploded ordinance. An errant plow could end up detonating 100 year old ammunition that blows up everything in a 20 foot radius.

That probably explains it: I never played ME3, and would have felt pretty guilty pursuing a romance with Jack in ME2.
