I've always thought that is how it should be. If you are fouled for the penalty, you have to take it, if it's a handball or something similar it's the last attacking player to touch the ball.

Great point. Don't forget that there is roughly 11 minutes of actual play in a 60 minute football game (which run three hours a piece on TV) while there is 90+ minutes of fluid playtime in a soccer match. But it's a "foreign" sport and, therefore, not 'murka enough for the elite intellectuals at NR.
