NPR is bad. It pushes a radical centrism that is happy to play the ‘both sides’ game endlessly, employs a cadre of Very Serious People who lean wingnut, and is basically of incapable of calling a spade a spade.
Particularly considering that, while he was mayor, South Bend had dramatically greater wealth and income disparity between white and black people than the US at large, it seems like an especially bad idea to try to do the same thing on a bigger scale.
