Just because Garak is a Bad Guy, doesn't mean he has to be a bad guy.

I love Garak, but I wouldn't consider him a villain. He's just a generally evil dude who happens to want most of the same things the heroes want.

While yes, Arnold is actually pretty charismatic, Jason Momoa is a pretty charismatic guy, too (see Season 1 of Game of Thrones for proof). The reboot's script and direction, though, did not really do well with that charisma.

Hey, maybe this is a precursor to Affleck taking over creative control of the film from Snyder. Affleck is actually a very good director of films, while Snyder seems to only really do well when he is directing musical montages.

The thing is that, as a film-maker, Affleck is light years beyond Zach Snyder. Maybe this is also a subtle precursor to Snyder's ouster, since, hey, a good director is now attached.
