I agree with your point, but just to word-quibble: what does "corrupt" mean here? Star Helix isn't sworn police, it's a private security company. There's no such thing as bribing them, when they're literally supposed to work for whoever pays them the most.
Two hundred years ago, the idea that random individuals would be able to drive a car around would seem crazy: it'd be like private citizens messing around with an artillery company.

My biggest complaint about Civ 5 is that the AI is tactically stupid, and compensates for it by cheating outrageously. I'd rather have a fair fight with a smarter AI at a lower difficulty level.
