I think you miss some of the context by just watching the clip. For instance, the episode listing strongly hinted at a major character death, and the whole thing was full of morose piano music, editing that focused too long on set pieces and emotional reaction shots … the whole thing just screamed A Very Special

Same here. I was really hoping there was more to this plan of keeping the zombies from getting out by letting the zombies out.

The basic problem is that zombies are just not very dangerous, so they have always had to wallpaper over that with bad scriptwriting, from day one.
