Yes, I believe this information regards accidents involving injuries or casualties, as indeed regular fender bender amount definately goes sky high during winter time.
I heard numerous times that the number of accidents actually drops during winter time due to people driving slower and more carefully than when the weather is nice and the driving conditions encourage you to speed.
I don't know, the new 308 have a very nice interior, and Seats are not exactly known for the interior quality (I should know, I had a few).
I also liked that weird steering wheel / gauges setup in the 308 after a while and now consider it to have the nicest interior in the class. I like the new A3's interior a lot too, but it's a much more expensive car.

I don't thing modern french cars are that unreliable, in fact the current HDI engines from Peugeot / Citroen group are considered as one of the best.

I don't know, but recent Fiat/Alfa cars are quite reliable, to the point that their diesel engine lineup is considered as one of the best on the market.
