Dr. Manhattan is only complicit in the squid attacks deaths in that he prevented Rorshach* from spilling the beans, but remember, at that point Adrian’s plan had already “worked” so there was no reason/benefit to tell anyone about it. Manhattan didn’t know about the attack until it happened.

Right, I understand that. I live in a predominantly white area, so I don’t usually care or expect anything other than white people (which is not a problem by any means).
