If a manufacture did decide to start lowering their fuel economy standards that would certainly be a competitive disadvantage against the manufacturers that chose to continue to press on and get better fuel economy.

Except 50mpg isn’t really 50 mpg, because we have two different systems for specifying fuel economy, one which we show to consumers and another around which we write regulations. And yes, there are historical reasons for all this, and yes measuring fuel economy is not straight forward.
