Funnily enough I just started rewatching Scrubs and I forgot this is literally in the first few minutes of the show when they introduce Turk and explain at least 2 of these rules fairly concisely. The First Amendment protects you from the government if you say stupid things (excepting libel, slander, etc.)

Wellllllll - the First Amendment (and the Bill of Rights in general) are limits on things the government can do to citizens. It’s nice to be able to call Donald Trump a racist, piece of shit without fear of being sent to the gallows. That’s the point of freedom of speech.
