I've been a PC gamer for a long time, but I don't know how consoles handle upscaling. Certainly, if I have an image that's 1152×640 and I expand it to 1920x1080 it's going to look pretty shitty. I'm assuming that the textures in Halo 3 are a higher resolution than Halo 3's native resolution, which is why they upscale…

Shouldn't it look worse in 1080p? The textures are still the same quality, just expanded.

EDIT: I just looked it up and the original resolution is 1152×640. Man, I always assumed it was at least 720p. Still a beautiful game.
