In the places I've worked, it's considered calling a customer out and can get you fired, no matter if you do it politely or not.

You know, if a person wants to tip you two bucks on a 200-buck bill, that's his or her prerogative. Tip isn't mandatory, and if I would have a waiter come up to me and confront me with the size of my tip, I'd ask him to give me the two dollars back. It's a courtesy, not an obligation.

As soon as they leave I pick up the check and look and he's left a $3 tip bringing the bill to $200. My manager asks if I'd like her to talk to them. I say no and follow them out.

A better ending to the last story would have been the owner/manager telling the crusty regular that unless he decided to start treating the staff with respect and tipping adequately, that he should get chicken fingers elsewhere.
