If the 2% tax isn't enough to make healthy food cheaper than junk food, I think you're certainly right in the short term, though it will be interesting to see if the programs they're implementing in conjunction with this help build more sustainable infrastructure to make healthy food more widely available/cheaper.

Something I wish this article mentioned: last year, the nation also removed a 5% tax on fresh produce.
