Some cities require/urge you to ride on the sidewalk if there isn't a dedicated bike lane. Los Angeles (where I live) is one of them. A police officer wont ticket you for riding on a street with no bike lane, but they'll tell you to move it onto the sidewalk. Are you sure your city isn't similar?
