Can't vouch for the USAF but aviation ordinance guys in the USN were best avoided. They were the frat-boy/bros of the air wing and didn't much like us avionics guys.

All true, but the end result is a private company profited from a government contract by using prison labor. The fact that the end users of the $16M worth of useless gear are also paid with taxpayer dollars somehow seems wrong but i cant quite place it.
Unless of course you leave out the part of combat troops receiving faulty life-saving equipment produced by workers paid a fraction of what civilians would be; and managed by a company paid with taxpayer dollars.
