I almost forgot: use eyelid primer! If there's an eyeliner I can use without primer that won't immediately slide right off, I haven't found it yet. But at least with primer the Tattoo Liner and Stila Stay All Day will stay on me.

After much Sephora test-and-returning, the KVD Tattoo Liner and Stila Stay All Day Waterproof Liner have been the only liner pens (or liners period) that worked on me. I ended up keeping the Tattoo Liner because it's Sephora-exclusive, so I could find the Stila on sale elsewhere more cheaply.
