I’m not under a restriction at my location but if you’re limited to one bucket, you can always just use a rinseless wash and several microfiber water towels. Unless your car is caked with dirt a rinseless wash is as good, if not better than a regular wash.
It’s because uber/lyft drivers have to wash their cars on an extremely regular basis. Many wash their cars every day, to look as clean as possible to maximize their ratings, and uber suggests they get car wash memberships for this purpose.
They also, at least on some types of washes, are able to filter and recirculate some of the water. Others seem to use less water in the cleaning stage, opting for foams and such.

In my municipality they restrict washing your car at home to one day per week and only from a bucket (no running hose) to save water don’t you know. Businesses have no water restrictions at all, just homeowners, because we are the problem.
