In Japan you can buy adult games at retail or through Amazon. I think that some are even available digitally. The thing is that super creepy stuff like Monster Monpiece are completely OK on consoles, but accidentally running over civilians in a sandbox game like Just Cause 2 is not, even with the highest CERO rating…

Self-published/self-distributed PC games are not regulated. However, PC games (which are sold at retail or via Steam/Windows Store/Origin, etc.) in general are.
I don't think Bethesda Softworks (the game that owns and publishes the game regardless of where it is "physically" made) is a Japanese company.
It's not so much self-publishing but publishing on a "closed" platform like game consoles and digital platforms (Steam, iTunes, Google Play, Origin, etc.). The vast majority of platform holders won't allow games over a certain rating.
CERO has a double standard.
Luckily, PS3/PS4 isn't region locked for games, and players who want to enjoy the real version can play the US version on their Japanese console.

You should have tried the demo version, Half-Life: Uplink which interestingly unlike other games' demos, feature locations and scenarios that don't appear in the retail game itself.
Someone forgot that the PS one could only output 480p with an internal 320x240 resolution, at best. Where are the jaggies?
Because PS3/Xbox 360 has an installed base of 170+ million consoles and owners of these systems still buy lots of games. PS4/Xbox One combined have less than one tenth of that.
It' way beyond "inspired" but I love Super Metroid so I'm OK with anyone reusing its graphics.
