Hmm, to someone looking on from outside you might almost begin to suspect they want as few people as possible to vote. Now why would that be? 

It’s baked in. The idea isn’t to give people convicted of a crime a clear way to re-establish voting rights. It is 100% to keep these people - a disproportionate amount of whom are minorities - off the voter rolls.
