There are Republican hawks in Congress that make Trump look like a pacifist, so the unlikelihood of a deal is not due entirely to just him. Congress members derailed previous peace deals as your own article mentions.
It’s real simple. Dumping vast amounts of money into the already overflowing pockets of the top 2%, while shitting in the collective mouths of everyone else, is not going to be popular. Some of these Republicans might actually get to keep their seats in 2018 now that this potential disaster has been averted.
