It was NEVER thought of as being inappropriate. First paragraph says that it's been rebooted which is false. It's been held every single year for the last 69 years.

Why not? Victory Day for Russia has the meaning of independence day. I think a loss against nazis would have possibly mean the annihilation of not only USSR and Russia, but also Russians or their enslavement. Nothing wrong with a military parade on such a day.
