When he uses the handbrake the car is already sliding, he uses the handbrake to slow the rear of the car down. He was jumping off the throttle and snapping the steering wheel in order to initiate the drift.

If you pay close attention you'll see that when he uses the handbrake the car is already sliding, he is using it slow the rear of the car down.
