Well, The 'second' BB is Solidus which was created during the Les Enfant project awhile after Snake and Liquid even. Seeing how Solidus goes onto become president, I doubt 'Punished Snake' is anything more than just another title for Big Boss. Much like how Solid Snake became "Old Snake" in MGS4.
