Ok, take this idea. Remove the guns. Put in a Star Trek: ToS style phaser. Add "multiplayer." And turn it into World-Wide-Tag. Small % (total # changes with traffic) of total people playing are It. They run through streets, fire at other players. Then that person is It.

This just begs for a Creepy Wonka.
