Why do you think the tiers even exist? Of course a NU Poke wouldn't do too well against an OU one, that's the point entirely lol. The game IS currently well balanced though, a statement like that just makes me wonder if you have any appreciation for the actual skill and strategy on the player's part that has to be put into this game when it comes to competitive battling.
