If Mark had said "racially loaded," then I would have no issue with his comment, because I agree that a race discussion is tangentially related to the picture in question. He didn't say "racially loaded" though, he said "racist."

I agree that it's racist that our culture as a whole associates gang culture with black and Latino men. That's exactly what I called Mark out for doing in my original comment, associating gang culture with specific races. That's the real issue here — not that some teenagers in California took a picture. I do disagree

First of all, that style of dress isn't unique to those races. HBO is good about removing copyright-infringing videos, but go watch season 2 of the Wire, when Herc goes around buying drugs from the white gangs down at the waterfront.

But the fact that it's predominantly associated with one group doesn't mean that making fun of it is making fun of that group. For example, the Lonely Island's song I'm on a Boat made fun of hip-hop music. Was that racist? Being a Dickhead's Cool makes fun of predominantly white hipsters in England. Is that racist?
