The game that surprised me the most with water was Just Cause 2, on my PC maxed out sitting in a heli looking out at the skyline over the ocean it is probably the most realistic landscape I have seen in a game. Totally not what I expected in a game like that.

Hmm, the problems in this game took months to fix (if you consider what it is now to be fixed). The only factor we are scaling down here is cost.
