DUI is clear. Speeding is more nuanced. You can be a few miles over the limit and be technically speeding, but I wouldn’t call it reckless whether you knew or not. You can also miss a speed limit change or simply lose track of your speed for a minute neither of which I would call intentional or reckless.

When most collisions are caused by human error, ie intentional acts of recklessness, they are not accidents unless otherwise proven.

We’re talking about tornadoes here. They can form in seconds and then be on the ground mere minutes or an hour. And generally forecasters are good at predicting when conditions are primed for tornado formation. They can predict that days in advance. But what are you expecting here in terms of accuracy?
