I contacted support, and they said this feature is rolling out slowly across all accounts, so be patient. They did enable it for me manually, but I wouldn't suggest flooding them with requests.

Whitson, I think the NYT article you quoted is sort of missing the point. They seem to be focused on eye strain as a result of low refresh rate.
