Well the three games (the other 2 being Final Fantasy XIII-Lightning Returns and FF XV) were/are developed by different teams. The XIII games were led by Motomo Toriyama, Type-0 is led by Hajime Tabata, and XV is led by Tetsuya Nomura. A local release of Type-0 won't impede on the progress of FF XV.
