Here in Mexico just about everyone gets tipped, 10% is normal here but nothing is set as people tip dhl delivery drives, fedex, etc. Where we live if you want them coming back next time so you don't drive a good distance to pick it up you tip. Couldn't find the address is common towards non tippers.

Here in mexico phones are usually answered "Bueno". Most people have pay as you go, telcel mostly, and you can receive cell calls even if you have no minutes to call. So most people have cell phones whether they can afford minutes or not.
