There is an english Wikipedia article for that ;)

It isn't the government, Youtube itself cencors the banned music videos, because they refuse to pay royalties to the GEMA, which represents the interests of the artists.

Youtube itself blocks many music videos precautionary in Germany because there is an ongoing dispute between Youtube and the GEMA, a performance rights organisation. The GEMA, which represents music artist in Germany, demands royalties from Youtube for every played music video, but Youtube says, that it demands to

Nobody flipped out. They just decided that the game gets a R18+ rating instead of a MA15+ rating.

Yes, this statue was at GamesCom last year.

This doesn't make sense. Why should Ubisoft drop a version into which they already have put money? It would only make sense if the cost to finish the Wii U version would be higher that the expected revenue from that version.

In theory this is correct. The problem is, that in the past games got banned in Germany because they contained the swastika. Video games are still not accepted as an art form by the marority of society. Most people still see them as toys for kids and not as a legitimate form of art. That's why publishers now remove

No. It is allowed to use it in art and in education, as long as it dies not propagate the mindset oft the nazi regime. The Swastika is frequently used in movies in Germany.

I don't know who told you that the USK refused to rate the console version. This would not make any sence, because their rules for pc and console games are the same. They reviewed the PC version which contains the 7 scenes but no swastika and gave it an 18+ rating. Ubisoft themselve told German gaming magazines that

PEGI gave both console and PC versions a 18+ rating. But it is still possible that PEGI told them that they rated it 18+ because of this 7 scenes. If that is the case, Ubisoft probably sended them the version without these scenes and PEGI is currently reviewing it again but they did not update their database yet.

Ubisoft does not cencor it for legal reasons. If there were some laws or regulations that would force them to remove these scenes, they could not leave them in the PC version neither. Both the console and the PC version got an PEGI 18+ rating. The PC version also got an USK 18+ rating. The only thing Ubisoft removed

Considering that the German PC version already got an 18+ rating and therfore can be sold freely in Germany without restrictions (as long as the buyer is 18 or older, the cashier has to check it) the German law can't be the reason of the censoring of the console versions. The only thing that they removed from the

There is a huge difference between the American AO rating and the European 18+ rationg or the German 18+ rating. If a game gets an AO rating in the US, most retailers will not offer it for sale.

The interesting thing is that they don't cut these scenes to obey German law. If there would be a problem with German law or the German USK they would have to remove this scenes also from the German PC version. As far as I know from German game magazines, the only thing that Ubisoft changed in the German PC version is

The real reason why developers censor the swastika in the German versions is because publishers do not want to go to court. The section 86 allows it use, " if the propaganda materials or the act is meant to serve civil education, to avert unconstitutional movements, to promote art or science, research or teaching, the

Actually it is not the fault of the German USK, it is because of our law. The first article of the German fundamental rights says:
