You're missing my point. Until this article was being investigated, the authorities didn't have the right to know a crime was committed. She didn't report it, and she had a right to privacy from the medical officials that she did tell.

Wrong - If the victim does not want her rape investigated, they have no authority to do so.

The victim has to be the one to report the rape, many victims don't have a desire to report it. Until they report it, there's nothing to act on.

Just so we're clear - That "appropriate form" is kind of a big effing deal. It's called HIPAA. It's to protect the rights and privacy of a patient. It works both ways. There is no obligation for someone to report a rape, for someone. They need to do so. I'm guessing she did, and that's where the problem comes from.
