Poorly optimized code, as PC has demonstrated, can cause significant heat stress on a system. Thus, dev systems would have to have really good head distribution compared to a retail console; which is likely why it just looks like a giant radiator.
Why is it so ugly? It looks like something made in the early 90's. It resembles more of a heater than anything else.
