It’s “the same public” if you’re looking at society at large, but no one is going to double pay for the game. People who fund the game (at a certain reward tier) get a copy of the game, often at a lower than retail price. Then the game releases to the general public and a new pool of people buy it.

Kickstarters that fail are scams and multiple successful and fruitful Kickstarters from a single source are money grabs. Makes total sense.
