Because when someone says they are arriving at 3PM they won't have to specify whether or not they are using PST, GMT, JST, WTFMT, or whatever. They can just say their plane arrives 3PM and everyone knows when it is.
Yes, I got that. What I was saying was that someone that lives in GMT+4 under the current system would get up at "11am" in the morning under the new system. i.e. They got up at 7am local time, but their clock was displaying 11am.

Um, reread it again, he is NOT saying that people should get up at 7am GMT regardless for where in the world you live. Rather he is saying that your clock should read differently depending on where you live.
