I think they picked the 'cut off' at 27 because that is when the cervix stops changing so rapidly and is more likely to turn to cancer quicker without being caught in the early stages, hence the vaccine waaaay before sexual activity is likely.
It took me a few years to convince my OBGYN and my regular Dr. since I'm not normally very sexual active either, although I am involved in the BDSM crowd. Advocate for yourself and get it if you can. I'm older than the cut-off, and it's really expensive, but if it keeps away cancer I think it's worth it.
