I think he’s saying the fuel costs of shipping liquid individually is much less efficient than getting it locally (where it was either manufactured closer or more efficiently shipped in bulk). Not saying I can prove any of that but I know that for sure applies to things like bottled water.

The game is still fractured, the plot is meaningless and essentially non-existent, and the game play is more repetitive than 8bit…
