It was probably created so all assets would be loaded at once, which could help avoid breaking immersion, make it very easy to design the environment, and avoid complicating code with resource loading when a simple visibility toggle can do the same job

Yes. It was first released as a Japanese only DS game. The PS3 version is essentially a remake, combat is different, graphics are obviously completely different.
