I’ve always presumed that they left certain assets in because of the bugs they’d creat if they took them out.
It was probably created so all assets would be loaded at once, which could help avoid breaking immersion, make it very easy to design the environment, and avoid complicating code with resource loading when a simple visibility toggle can do the same job
