I asked this to someone else but same question is it worth 20.00 or should I wait until it is 10.00? What say you?

Would you say its worth 20 or a waste still?
I picked up Orion Dino Horde for .75 the other day and I think it was worth 1.00 even if it is a terrible game. I want to play simcity at the right price, so again I ask is it worth 20.00 or should i wait until It is more like 10.00 or 5.00?
