I think there is only one of the three reason following which is the reason for this blatant lateness.

What is crazy is my wife's laptop is a vista build and it runs civ 5 like a boss. So it does not take much to run it and it's fun. Warning it is a time suck, so be prepared to have no life. ( yes it is fun)

It's funny you say ps2 I have this game on my shelf but have never played it. I might get a vita sooner then later. It just is making me wonder seeing I am getting a ton of games on ps plus right now, if it would be worth buying a ps3 for this and a couple of games I missed.
