Sure because it was legal to get them, had it not been legal he would have gotten them on the black market or just built bombs which are both illegal.

Had he not bought the guns I would say it would have been exponentially worse, as he would have just made bombs (which he obviously knows how to make) and taken out the whole theater. This guy was smart enough that access to guns is irrelevant.
