That's called "pulling the engine through" or walking the prop. It is used to circulate oil that has probably collected in the lower cylinders, mostly to prevent hydrolock upon engine start. You can still bend a rod even while pulling through if you aren't careful.

If hydrolock is detected, they'll just pull the plug
